    A man dubbed the “Baggy Eyes Bandit,” arrested by police Saturday during an attempted bank heist in Anaheim Hills, has been granted bond, according to the FBI. Artur Stepanyan, 29, of Van Nuys, was charged Tuesday in U.S. District Court in Los Angeles with two bank robberies. During the hearing, a federal magistrate granted Stepanyan bond. Stepanyan was arrested Saturday afteoon by Anaheim police after he attempted to rob a Citibank at 5677 E. La Palma Ave., in Anaheim Hills, the FBI said.     A man in his 40s was shot to death early Tuesday moing in Long Beach’s Zaferia neighborhood, according to authorities. Officers responded to the 1600 block of Hile Avenue around 4:45 a.m. when they got a call about a shooting that had just happened and ended with someone lying in the street, police said. When they arrived, officers found a man with a gunshot wound to the upper torso, Long Beach police spokesman Sgt. Brad Johnson said. The man was unresponsive, according to police. A Long Beach Fire Department crew determined the man was dead, Johnson said. Police said the shooting is still under investigation, and it’s unclear at this point if it was gang-related. Edgar Miguel Espinoza, 18, of Downey, was arrested in San Diego Thursday in coection with the killing of Nick Cubas. Funeral Homes of Califoia Inc. filed paperwork Aug. 18 in Los Angeles Superior Court stating that the resolution includes the sale and transfer of the mortuaries to a subsidiary of the archdiocese in a deal scheduled to close Nov. 30.
