    Chef Arthur Gonzalez said he is weeks away from realizing his goal of opening a new seafood place, called Roe Restaurant, in Belmont Shore after experiencing so many challenges there that he ended up opening an entirely different restaurant since his first attempt four years ago. “We’re starting to come down to crunch time,” Gonzalez said. If all the approvals are granted, the $103 million project would move on to the City Council, then the state Coastal Commission. The center is designed to replace the Belmont Plaza Olympic Pool, which was to down after engineers determined the natatorium was in danger of collapse in the event of an earthquake.     The findings of a $100,000 parking study in Belmont Shore will be revealed on Sept. 1 at a meeting with the consultants performing the work. Third District Councilwoman Suzie Price originally scheduled the public meeting for 6:30 p.m. Thursday at the Bay Shore Community Congregational Church, 5100 The Toledo. But the Plaing Commission study session on the Southeast Area Specific Plan (SEASP) is at 5 p.m. the same night, so the parking meeting has moved to 6 p.m. Thursday, Sept 1.     LONG BEACH — A man’s body washed ashore today in the Alamitos Bay area of Long Beach, authorities said. The discovery was made at about 7 a.m. at 62nd Place and Seaside Walk, said Nancy Pratt of the Long Beach Police Department. “There is no indication of foul play,” Pratt said. Police are checking to see if the man matches the description of any missing persons. The man is believed in his 40s, said Assistant Chief Coroner Ed Winter. The adult whale, nicknamed Wally by citizen scientists, was spotted 26 times off the coast of Orange County last summer, often alongside a female called Wilma, according to researchers who document sightings on happywhale.com.     Officials today are working to clear a dead 45-foot-long male humpback whale that washed onto Dockweiler State Beach just before the Fourth of July holiday weekend. Curious onlookers are being kept 200 feet from the carcass as marine mammal rescuers, lifeguards and county Beaches and Harbors Department workers plan to tow it back out to sea. The cause of its death is being investigated. “It’s on its back now but, when it was right side up, I thought I saw an injury on its head.
