A Contra Costa judge issued a final judgment Tuesday halting plans for a $500 million Wilmington railyard and set aside an environmental analysis needed for the project to move forward. Judge Barry Goode rejected a last-minute effort by BNSF Railway to salvage the project, finding that the required environmental analysis done for BNSF Railway Co. and the city of Los Angeles was inadequate. It took an urban search-and-rescue team to get an injured man down from a refinery tower in Carson, authorities said today. Los Angeles County firefighters were summoned at 10:12 p.m. Tuesday to the refinery in the 22600 block of South Wilmington Avenue, Dispatch Supervisor Miguel Oelas said. The team got the man off of the tower just before midnight, and he was taken to a hospital for treatment, Oelas said. He did not know the nature of the man’s injury. Just after midnight, police responded to the 500 block of Gulf Avenue on reports of shots fired, according to Officer Mike Lopez of the Los Angeles Police Department’s Media Relations Section. Two men and one women were taken to local hospitals, all in stable condition, Lopez said. Each of the three victims sustained gunshot wounds to a limb -- either an arm, foot or ankle, he added.
